Fanning’as anksčiau dirbo gynybos sekretoriaus Ash’o Carter’io, siekiančio leisti save translyčiais vadinantiems asmenims tarnauti šalies kariuomenėje, patarėju. Carter’is taip pat atvėrė kelią moterims tarnauti visose karinėse pozicijose, kas sukėlė didelę opoziciją kariuomenės tarpe.
Mike’as Huckabee, Respublikonų partijos kandidatas į prezidentus, taip komentavo šį sprendimą: „Homoseksualumas nėra darbo kvalifikacija. JAV kariuomenė egzistuoja tam, kad palaikytų amerikiečių saugumą ir vykdytų karines misijas, o ne tam, kad įgyvendintų socialinius eksperimentus.“
Nuo pat tapimo prezidentu B. Obama vykdė ryžtingus žingsnius, siekdamas kuo labiau liberalizuoti kariuomenę. Nuo 2008 metų iš savo pozicijų buvo pašalinta beveik 200 generolų ar aukštų kariuomenės tarnautojų. Manoma, kad dalis jų buvo pašalinti dėl to, kad neatitiko naujos prezidento kariuomenės vizijos.
Neseniai pranešta, kad JAV kariuomenė bus mažinama iki dydžio, egzistavusio tik prieš Antrąjį pasaulinį karą.
